CEDEF also acts as an secret intelligence organization independent from the Vongola and are stationed in a building disguised as an ordinary office building. They have close ties to the Vongola Famiglia as they were founded by the Cloud Guardian, Alaude, the very first Vongola Cloud Guardian. Because of this close tie, CEDEF is often referred to as the Second Vongola as a majority of their members belong to Vongola but operate outside the control of the main Famiglia. During the selection of Neo Vongola Terzo, CEDEF supported one of the Candidates, from the Giorno. With the Neo Vongola Secondo running out of time to make his choice, he leave his choice and the rings to the Varia and the Shimon as that way would be more fair. Because of this, the CEDEF have an issue when it comes to dealing with the Varia and Shimon groups, mainly out of jealously. [/style]

This tradition was broken when Neo Vongola Secondo entrusted the choice and rings to the Shimon and Varia groups. Nowadays, CEDEF doesn't have much power when it comes to decisions involving the Neo Vongola selection of the Terzo, and have became more independent rather than loyal to Vongola.
