The only exceptions to his "No group" rule are the animals that live in his apartment and going with his best friend Ryuu to their shift as bouncers. He's infamous for being a flirt that considers boyfriends to be road bumps even though he really can't keep a relationship going stably. Due to his flirting, Noboru has been in a good share of bar fights and has gotten a few black eyes, he tends to get pissed afterwards though. He can be very sarcastic to the point where it's hard to tell the difference between him being serious or joking around, people who know him tend to stop taking him seriously after a while. He is also an aggressive individual, to the point that he looks for strong opponents to fight when he's pissed off, adding onto the number of bruises and injuries he receives monthly. He has always been rebellious in some form, rejecting authority and organization just to prove that he is an independent individual.

Despite being a lonely flirt, Noboru has a very caring side to himself that he doesn't show to others. His caring nature is the reason why he can care for so many animals at once, as he loves them enough to treat each individual animal as if they were a companion. He also is very protective of those he considers friends or acquaintances and is often willing to hunt the person who harmed them down and bite them to death. He is a very intelligent person as well, and has always been the type to get good grades in his academic life. Along with his intelligence, his determination has often been another factor in his success in school. He rarely relents from a task and attempts to finish whatever he starts. All of these things have made him a hard-working person, always striving to improve himself in some manner and working hard to afford the feeding cost of all his animals.

CLOUD, Noboru boasts a very powerful Dying Will flame like his grandfather, to the point where only the highest grade of Rings would be able to fully maintain his power. Rings under A-Rank would crumble into pieces directly after use, leading Noboru to carry many D-Rank rings until he can get a hold of a stronger ring for himself. It makes combat extremely difficult.

ABILITY I, ARMORED BODY I, Using his Cloud Flames, Noboru has the ability to increase his durability by sending Dying Will Flames throughout his body with the Propagation ability. Though this defense can allow him to take punches and kicks easier, even Dying Will Flame-enhanced combat, it can only be active for a limited time due to his lack of a strong ring. It cannot handle Dying Will Attacks on a very high scale though, only mild attacks.

► BOX WEAPON

CLOUD, TONFAS.
inherited from his Grandfather, Noboru is able to summon the power of Cloud Tonfas. Primarily used as his close range combat weapon, each Tonfa can produce chains from the bottom to enhance his close range abilities. With his Cloud flames, Noboru is able to extend the chains to a great length and empower them, allowing mid range strikes. Along with the weakness of his rings, the chains are very difficult to control properly. Without care, it is easy for Noboru to strike himself and get injured.

► BOX ANIMAL

CLOUD, PORCUPINE, SPIKE. His box animal is that of a rather small Porcupine he named Spike. Though small, Hibari is able to use the Cloud Flame of the box animal to make it grow to very large sizes equal to a small house. He uses this ability to change the battle field, or create obstacles for the opponent. Though, using Spike also creates an obstacle for Noboru, because of the spikes the Porcupine has at a larger form, Thus, Noboru has to be careful on how he uses his box animal.

On his person at all times is a small pouch carrying twenty D-Rank rings that he uses in combat. Because he only carries twenty, Noboru has to be careful on how he uses his boxes.
